Sir:-
I am directed by Earl Curzon of Kedleston to acknowledge
the receipt of your letter No. 420/21 of February 3rd,
1921, forwarding copy of a despatch from the Governor of
Hongkong respecting the establishment in that Colony of a
recruiting agency for the supply of Chinese labour to the
Sumatra plantations.
2. In the second paragraph of His Excellency's despatoh
reference is made to 'assisted' emigration to Dutch Posses-
sions which has been permitted by the Secretary of State for
the Colonies in the oase of certain localities. Lord Curzon
would be glad of information as to the exact significance
of the term 'assisted emigration'.

I am further to request that copies may be supplied of
the various Hongkong Emigration Ordinances and of any other
enactments which may have a bearing on this question, for
purposes of reference in this Department.
